CHRONOLOGICAL OVERVIEW OF THE ACTIVITIES OF THE ASSOCIATION FOR COMBATING CORRUPTION IN BULGARIA (ACCB)
Association for Combatin Corruption in Bulgaria (A. C. C. B.)

In 2000, on the initiative of Slavtcho Kantchev the non-profit organization ACCB was founded. It is registered in the Special register for non-profit organizations at the Sofia City Court, Company Division, on the basis of a decision dated July 27, 2000, company registration number 6989/2000, with the following members: Chairman of the bench Dimana Yosifova, secretary G. Takvor, in the presence of the prosecutor from the Sofia City Prosecutor’s Office Yaneva.
The aims of the association are: Unifying those Bulgarian citizens who acknowledge the social importance of the fight against corruption practices and coordinating their efforts with the aim of curtailing these practices. ACCB has been founded for an indeterminate period.
The Association is represented by the Chairman of the Board of Directors Mr. Slavtcho Kantchev Peevski.
The Association for Combating Corruption in Bulgaria, pursuant to art. 45, para 3 of the Juridical Persons with Non-Profit Purposes Act, is registered in the Central Register of juridical persons with non-profit purposes for carrying out community service activities at the Ministry of Justice of the Republic of Bulgaria under № 20031125004.
The Association accomplishes its goals by:

      • 1. Making known to the Bulgarian public the world standards regarding direct, indirect, preventive and remedial methods for combating corruption;
      • 2. Making known to the Bulgarian public the world standards regarding direct, indirect, preventive and remedial methods for combating corruption;
      • 3. Starting initiatives, preparing programmes and carrying out activities for anti-corruption effect in different social spheres;
      • 4. Stimulating and facilitating state and public organizations which have in their activities regulated obligations to combat corruption;
      • 5. Providing anti-corruption information to different institutions at their request;
      • 6. Organizing international meetings, symposia and conferences on topics and subtopics, connected to the combat against corruption;
      • 7. Carrying out other activities which are deemed legal under the laws of the country;
      • 8. The Association is not involved in any political activity.


        Some of the more important initiatives by the Association for Combating Corruption in Bulgaria since its foundation have been:

      • 1.The free distribution among the state institutions in Bulgaria in 2000 of the publication by the World Bank Group „Combating corruption: a comparative review of selected legal aspects of state practices and major international initiatives” by Ofosu-Amaah, W. Paatii, Raj Soopramanien, and Kishor Uprety, 1999 Washington, D.C. The translation, printing and the free distribution  of the publication was done exclusively at the personal expense of Mr. Slavtcho Kantchev;
        • 2. Carrying out regular sociological research in order to assess the perception indices of corruption by the different social and professional spheres, where the adult Bulgarian population is polled;
        • 3. Making the Bulgarian public aware of the world standards for direct and indirect, preventive and remedial methods for combating corruption, materializing in  regular media appearances on different TV channels of the Chairman of the Board of Directors of ACCB, as well as through the publication in the printed mass media of more than one hundred articles, thematically connected with the fight with corruption;
        • 4. Providing the Prosecutor’s Office of the Republic of Bulgaria with anti-corruption information on different instances of possible corruption practices, namely:
          • - Report № 33208/2006 І. in the records of the Supreme Cassation Prosecutor’s Office regarding illegal activities of the State Energy and Water Regulatory Commission;
            • - Report № 13445/2009 in the records of the Supreme Cassation Prosecutor’s Office regarding the illegal putting of the individuals Simeon Saxe-Coburg Gotha and Maria Louisa Chrobok, in their capacity as heirs to Tsar Boris ІІІ, as well as other relatives of Tsar Ferdinand in possession of forests and lands of the forestry fund of the Republic of Bulgaria, and more specifically the “Vrana” Estate;
            • - Report № 66012/2010 in the records of the Supreme Cassation Prosecutor’s Office regarding issuing false hospital records to Kalina Ilieva – Executive Director of State Fund “Agriculture”;
            • - Report № 995/2011 in the records of the Supreme Cassation Prosecutor’s Office regarding covering up bribes on the part of Boyko Borissov – in his capacity as Prime-Minister of the Republic of Bulgaria;
            • - Report № 10538/2011 for a bank transfer by a Minister of The National Movement for Stability and Progress from the budget to his personal bank account;
            • - Report № 13830/2011 in the records of the Supreme Cassation Prosecutor’s Office regarding corruption practices, connected to members of the Supreme Judicial Council;
            • - Report № 11731/2011 in the records of the Supreme Cassation Prosecutor’s Office regarding crimes, committed by Delyan Peevski and Iren Krasteva;
            • - Report № 2956/2014 in the records of the Supreme Cassation Prosecutor’s Office regarding illegal activities in performing an auction for „Production and delivery of uniform field representative clothing for all workers in state forest enterprises” won by „Apolo“ Ltd, with owners Veska and Nikolai Tzvetanov.

      From its very inception, the Association for Combating Corruption in Bulgaria considers the intensity of corruption practices in Bulgaria as a direct and inevitable consequence of the degree of functioning of hybrid democracy, in other words, from the combination of direct and representative democracy. The higher the actual presence of direct democracy, the lower the indices of corruption practice.
      The Association for Combating Corruption in Bulgaria carries out dissemination of information and thematic research, recommendations to state institutions and motivates Bulgarian citizens to participate more actively in combating corruption practices also by means of its webpage at http://www.no-corruption.info;
      In its further activities the Association for Combating Corruption in Bulgaria will continue to make efforts within the law to carry out its main aims and objectives
